Wow, this makes great sense, and while you didn’t ask and he didn’t offer a discussion of the fundamental disadvantage of “small” in nuclear reactors [much lower nucleonic efficiency which among other things is why the military fleet uses near weapons grade enriched fuel and most paper SMR designs to date are calling for 19% U-235], Blue Energy have clearly understood and addressed much of the cost of a nuclear plant. Love the two prong approach which allows almost to boot strap the nuclear//NRC approved part of the equation. Do wish them well, and will follow.
